2015-17: Conceptualization Begins

2015:

  • RSBY moved to the Health Ministry
  • Prime Minister Modi asks the Health Minister to think big.

2017:

  • National Health Policy 2017 envisages a new Health Protection Scheme
  • The NITI Aayog begins discussions on the scheme for India
  • Consultations are held with experts, states, insurance companies, and development partners.
  • A vision emerges for a unified national health insurance platform.

2018: Design, Announcement, and Launch

2018:

  • The National Health Protection Scheme (NHPS) is announced in the Union Budget by the Finance Minister, described as providing coverage of ₹5 lakh per family per year to over 10 crore families.
  • Intensive planning takes place.
  • CEO appointed.
  • The National Health Agency (later to become the National Health Authority) is set up to design and implement the scheme.

Aug 15, 2018:

  • The Prime Minister in his Independence Day address announces the scheme
  • The scheme is renamed Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY)

Sept 23, 2018:

  • PM-JAY is officially launched from Ranchi, Jharkhand, with simultaneous launches in many states.
  • PM’s letters sent to all beneficiaries

2019-20: Consolidation & Expansion Phase

2019:

  • PM-JAY rapidly scales across India.
  • More States/UTs join West Bengal decides to withdraw from Ayushman Bharat.
  • More than 50 lakh hospital admissions are recorded within the first year and empanelment of hospitals accelerates.
  • Arogaya Manthan 1.0 organised

2020:

  • New Health Benefit Package launched
  • HTA process started
  • Convergence with other national health assurance scheme started
  • National Digital Health Mission (NDHM) is announced on 15 August to build digital infrastructure for health; integration with PM-JAY begins.
  • PM-JAY becomes a key anchor for health data and digital health ID generation.

2021 Onwards: Institutionalization and Reforms

2021:

  • PM-JAY plays a critical role in Covid-19 Pandemic
  • Asha workers and Anganwadi workers are included

2025:

  • Delhi and Odhisha Join Ayushman Bharat
  • All people above the age of 70 included as beneficiaries
  • PM-JAY closed on 10 crore hospital admissions milestone.
